TITLE

DISCUSSION

On December 19, 2017, the City Council adopted a Resolution authorizing a joint application for the City and AMCAL Multi-Housing, Inc. (AMI), to apply for a loan and grant funding from the State of California Strategic Growth Council and the Department of Housing and Community Development (HCD), for the development of the Las Ventanas affordable housing project at 1795 Long Beach Boulevard (Attachment A). Part of the grant work includes sustainable transportation infrastructure, program funds for bicycle and municipal transit related products and services, and transportation-related amenities within the public right-of-way. 

 

The application was successfully awarded in April 2020, and the City and AMI will receive an aggregate amount of $4,496,387 in Affordable Housing and Sustainable Communities (AHSC) grant funds for the sustainable transportation work noted above. An agreement between the City and AMI was executed in April 2020, in the amount of $4,496,387.  A portion of the grant funding, in the amount of $676,633 is for improvement work to be completed by AMI. The remainder of the grant funds, in the amount of $3,819,754, is to support the sustainable transportation improvements to be completed by the City.

 

The work to be completed by the City includes lighting improvements, street tree installations, ADA improvements, bulbouts construction, curb line adjustments, intersection improvements, Class II/III bike lane installations, and bus shelters at various locations in the proximity of the Las Ventanas project site.   Design for this work is to begin as soon as funding is appropriated, and construction is anticipated to start by the beginning of 2022. 

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on October 13, 2020 and by Budget Analysis Officer Julissa José-Murray on October 26, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on November 17, 2020, to begin design development of the City’s portion of sustainable transportation improvements.

 

FISCAL IMPACT

The total estimated cost for the work to be completed by the City is $3,819,754. An appropriation increase of $7,639,508 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount, $3,819,754 will be offset by reimbursement revenues from HCD.  The remaining $3,819,784 is a technical appropriation to allow for the transfer of HCD grant funds from the Capital Grants Fund, a fund within the Capital Projects Fund Group. This grant has no matching requirement.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
