TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Memorandum of Understanding, including any subsequent amendments, with the City of Hawaiian Gardens, for cost-sharing of street improvements on Cortner Avenue between 226th Street and Tula Street, contained within City of Long Beach jurisdiction, in the amount of $50,000; and

 

Accept Categorical Exemption CE-20-112.  (District 5)

 

DISCUSSION

City Council approval is requested to enter in a Memorandum of Understanding (MOU) with the City of Hawaiian Gardens for cost-sharing of street improvements on Cortner Avenue.

 

The street improvement work consists of pavement rehabilitation on Cortner Avenue between 226th (Woodson) Street and Tula Street (Attachment A). The pavement rehabilitation work will be completed by a contractor and will be procured and managed by the City of Hawaiian Gardens. The City of Long Beach (City) will share the cost of construction and the cost to administer the construction work, in an amount not to exceed $50,000.  The not to exceed amount is estimated based on the proposed pavement rehabilitation and associated work to be completed within the City’s right-of-way, or approximately 50 percent of the proposed work on Cortner Avenue. Concrete improvements adjacent to the proposed pavement rehabilitation work, such as sidewalk and curb and gutter repairs, were completed by the City in 2018.  

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on October 6, 2020, Deputy Finance Director Sandy Tsang-Palmer on September 14, 2020, and by Budget Analysis Officer Julissa José-Murray on September 17, 2020.

 

SUSTAINABILITY/ENVIRONMENTAL

 

Approximately 150 tons of asphalt will be removed and recycled as a part of this project.  Asphalt used for resurfacing may contain up to 20 percent recycled material. 

 

In conformance with the California Environmental Quality Act (CEQA), Categorical Exemption CE-20-112 was issued for this project (Attachment B). In conformance with CEQA, Hawaiian Gardens also issued a Categorical Exemption for this project (see Attachment C).

 

TIMING CONSIDERATIONS

City Council action is requested on November 17, 2020, to ensure the MOU is executed expeditiously. 

 

FISCAL IMPACT

The total project cost for the City is estimated at an amount not to exceed $50,000. The cost-sharing to the City of Hawaiian Gardens is $50,000.  Sufficient funds to support the cost-sharing are budgeted in the Capital Projects Fund Group in the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The number of additional local jobs created by this project will not be known until the contractors complete their hiring and construction has commenced.
