Recommendation to adopt Specifications to RFP No. HE19-131 and award a contract to Shree Ganesh, Inc., of Long Beach, CA, for the provision of temporary lodging services for human and social services programs in the Health and Human Services Department, in an amount not to exceed $100,000 for the Coast Motel, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Shree Ganesh, Inc., of Colonial Motel and Coast Motel, for providing temporary lodging services for human and social services programs in the Department of Health and Human Services (Health Department).  City Council awarded Munis Contract No.32000836 for Request for Proposals (RFP) HE19-131 on February 04, 2020 to Colonial Motel. Both Colonial and Coast Motels submitted proposals for RFP HE19-131, which was awarded in accordance with purchasing policies and procedures.  Additional contractual authority is requested to establish a contract with Coast Motel as a separate entity. 

 

The Health Department utilizes Long Beach-based motels to temporarily lodge residents in need of short-term placement.  Health Department programs are grant-funded, and lodging services are a critical support to populations served under these grants.  The special needs populations served in these programs include individuals and families experiencing homelessness, at-risk families, at-risk youth, and individuals being treated for Tuberculosis (TB); all of which require low barrier lodging to bridge service needs.  The Health Department has two specific programs that will be coordinated with the vendor, Homeless Services and TB.

 

RFP HE19-131 was advertised in the Long Beach Press-Telegram on September 19, 2019, and 356 potential proposers specializing in lodging services were notified of the RFP opportunity.  Of those proposers, nine downloaded the RFP via the City's electronic bid system.  The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 29 local, minority-owned, and women-owned business groups.  One proposal was received on October 7, 2019.  The one proposer, Shree Ganesh, Inc.,  was a Minority-owned Business Enterprise (MBE) and a Long Beach business (Local), but  was not a Woman-owned Business Enterprise (WBE) or a certified Small Business Enterprise (SBE), The selection committee determined that Shree Ganesh, Inc., which consists of Colonial Motel and Coast Motel, of Long Beach, CA (MBE, Local), was the most qualified firm to provide quality temporary lodging services for the special populations being served by the Homeless Services and TB programs.  

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 12, 2020, Deputy Finance Director Sandy Tsang-Palmer, and by Revenue Management Officer Geraldine Alejo on June 19, 2020.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP HE19-131 and award a contract concurrently is requested on July 7, 2020, to ensure the contract is in place expeditiously to continue to provide these services without interruption.

 

FISCAL IMPACT

The total contract amount will not exceed $100,000, for a period of one year, with the option to renew for two additional one-year periods.  Sufficient funds are currently budgeted in the Health Fund Group in the Health and Human Services Department, offset by grant revenue.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for eight part-time employees residing in Long Beach.
