DISCUSSION

City Council approval is requested to enter into contracts with Burns & McDonnell Engineering Company, Inc., Corrpro Companies, Inc., EDM Services, Inc., Energy Experts International, Inc., Farwest Corrosion Control Company, SPEC Services, Inc., and TRC Pipeline Services, LLC, for as-needed on-call professional engineering and inspection services, specifically for natural gas distribution and/or cathodic protection. The requested contracts are based on current and anticipated projects throughout the city.

 

The Request for Qualifications (RFQ) was advertised in the Long Beach Press-Telegram on October 14, 2019, and 552 firms specializing in engineering services were notified of the opportunity. Of those firms, 108 downloaded the RFQ via the City’s electronic bid system. The RFQ was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 29 local, minority-owned, and women-owned business groups. Fifteen Statements of Qualification (SOQs) were received by the December 12, 2019 deadline. Of those 15 SOQs, none were Minority-Owned Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), or Small Business Enterprises (SBEs), and one was a Long Beach business (Local).

 

A selection committee, comprised of staff from the Department of Energy Resources, evaluated the 15 SOQs and selected 11 firms to participate in interviews held on February 24 and 25, 2020. The interview panel determined that the seven firms were the most qualified, based upon the criteria specified in the RFQ. The selected firms will provide a comprehensive range of on-call professional engineering and inspection services.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids Online database to download the RFQ specifications. Through outreach, five Long Beach vendors were notified to submit SOQs, of which three downloaded and one submitted SOQs. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on April 22, 2020, Deputy Finance Director Sandy Tsang-Palmer on April 20, 2020, and by Revenue Management Officer Geraldine Alejo on April 22, 2020.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ ER19-138 and award contracts concurrently is requested on May 12, 2020, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The annual aggregate contract authority will not exceed $7,000,000. The funding to support these contracts is appropriated in the Gas Fund Group in the Energy Resources Department. Any work not currently budgeted will only proceed at such time that appropriation has been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
