Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33843 with KOA Corporation, of Orange, CA, for as-needed traffic engineering, transportation planning and related technical and professional services, to increase the contract amount by $400,000, for a revised total contract amount not to exceed $1,850,000, and extend the term of the contract to May 31, 2021; and

 

Authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33840 with Linscott, Law & Greenspan Engineers, of Irvine, CA, for as-needed traffic engineering, transportation planning and related technical and professional services, to increase the contract amount by $200,000, for a revised total contract amount not to exceed $500,000, and extend the term of the contract to May 31, 2021. DISCUSSION

City Council approval is requested to increase and extend contracts for as-needed traffic engineering, transportation planning and related technical and professional services. The City of Long Beach (City) has historically used outside professional firms, on an as-needed basis, to provide design plans, specifications, special studies and reports, and other traffic and transportation related professional services. 

 

The current contracts will expire on May 31, 2020. The original RFQ, which was adopted on April 7, 2015, allowed for two additional renewal options that were exercised.  This City Council action will allow the City to extend contracts an additional one-year period through May 31, 2021. The extension will maintain uninterrupted services for ongoing efforts, including the Anaheim Street Corridor Improvements project. Staff are currently preparing an RFQ for circulation, which will establish new contracts beginning in June 2021.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on March 2, 2020, Deputy Finance Director Sandy Tsang-Palmer on April 2, 2020, and by Revenue Management Officer Geraldine Alejo on April 4, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on April 21, 2020, to allow for uninterrupted continuation of services.

 

FISCAL IMPACT

The amendments will extend the contract terms for as-needed traffic engineering and transportation planning services for a one-year period through May 31, 2021. The total aggregate contract authority increase is $1,000,000, for a revised total aggregate contract amount not to exceed $3,450,000. The requested increase is estimated based on current and anticipated projects within various City departments, primarily in the Public Works and Development Services Departments. Each workorder will be funded by the requesting department, per project, on an as-needed basis. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  Approval of this recommendation will provide continued support to the local economy.
