TITLE

Recommendation to adopt resolution authorizing the temporary closure of certain streets, alleys, walkways, The Promenade, and the Downtown Shoreline bike path in connection with the 2020 Grand Prix of Long Beach.  (District 2)

 

DISCUSSION

On April 17 through 19, 2020, the 46th Annual Grand Prix of Long Beach will be held on the streets of Long Beach.  This event will attract over 180,000 people to the City of Long Beach (City) and receive national and international media coverage. City Council adoption of the Resolution authorizes the temporary closure, and proposed schedule, of certain streets, alleys, walkways, The Promenade, and the Downtown Shoreline bike path so the race may be held on City streets.  The bike path, beginning at Seaside Way and Chestnut Place, and continuing to a point approximately 400 feet east of the beach parking, must be closed during the race to allow fire trucks and medical vehicles continual access to the back side of the bleachers situated on the north and south sides of Shoreline Drive.  The Departments of Fire, Energy Resources, Water, Police, Public Works, Financial Management, Development Services, Health and Human Services, and Parks, Recreation and Marine, as well as Long Beach Transit, have reviewed the proposed schedule.

 

Traffic management and signage plans will be forwarded to newspapers serving the greater Long Beach area asking for their cooperation to publicize these plans as a public service during the weeks prior to the race.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on October 28, 2019 and by Budget Analysis Officer Julissa José-Murray on November 27, 2019.

 

TIMING CONSIDERATIONS

City Council approval is requested on January 7, 2020, to expedite the execution of the Resolution.  Construction for the 2020 Grand Prix of Long Beach begins on February 24, 2020.

 

FISCAL IMPACT

The recommended action has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priories. There is no fiscal or local job impact associated with this recommendation.
