TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents and amendments, with the Federal Bureau of Investigations, to participate in, and to receive funds for the South Los Angeles County Violent Crimes Task Force. (Citywide)

DISCUSSION
The Federal Bureau of Investigation’s (FBI) South Los Angeles County Violent Crimes Task Force (SLACVCTF) is a joint cooperative effort of agencies participating in this Memorandum of Understanding (MOU) to address violent crime in South Los Angeles County. The SLACVCTF investigates and targets for prosecution violent criminals and criminal enterprise adversely impacting the quality of life of the residents of South Los Angeles County.

The Police Department has been an active partner of the SLACVCTF since 2001. City Council approval is requested to enter into a new MOU with the FBI to continue to participate in the SLACVCTF, and to accept reimbursements for expenses related to the task force.

The term of the MOU is for the duration of the SLACVCTF operation, however either parties can terminate the MOU at any time with written notice.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on April 29, 2019 and by Budget Management Officer Rhutu Amin Gharib on May 2, 2019.

TIMING CONSIDERATIONS
City Council action is requested on May 21, 2019, to address ongoing criminal investigations.

FISCAL IMPACT
Criminal investigation activities are budgeted in the General Fund Group in the Police Department (32). Overtime expenses for Police Officers assigned to SLACVCTF may be reimbursed by the FBI, subject to the availability of funds. This recommendation will result in minimal impact to staff hours beyond normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
