TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Penwal, of Rancho Cucamonga, CA, for the design, fabrication, and installation of the City's Police and Fire Memorial, in the amount of $625,000, with a 10 percent contingency in the amount of $62,500, for a total amount not to exceed $687,500;
Increase appropriations in the Special Advertising and Promotion Fund Group in the City Manager Department by $123,500, to transfer to the Capital Projects Fund Group;
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $123,500, offset by a transfer from the Special Advertising and Promotion Fund Group in the City Manager Department;
Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $64,000, offset by donations received from the Long Beach Chamber of Commerce, the Friends of Long Beach Fire Fighters, and the Long Beach Police Foundation.

DISCUSSION
City Council approval is requested to enter into a contract with Penwal for the design, fabrication, and installation of the City's Police and Fire Memorial.
The City has historically honored its fallen public safety personnel at a memorial that was located at the end of Chestnut in the Civic Center Plaza. To accommodate construction of the new Civic Center, it was necessary to decommission and remove the memorial. Relocation of the memorial was considered but was not possible.
The Civic Center design team worked with the Fire and Police Departments to develop a location and general design for a new memorial. The new memorial site and design are intended to create a place within the Civic Center where loved ones and colleagues can honor, grieve, and remember the fallen. The memorial also provides an opportunity to educate the public and give meaning to the sacrifice of individuals who lost their life in the line of duty.
The new memorial is inspired by the form of a folded flag. This tradition of providing family members with a folded flag taken from the casket symbolized the unity of the fallen with their colleagues and their family. The new monument is comprised of triangular bronze plaques, which will be inscribed with the name of a fallen individual, their department shield, and year of passing. The plaques are assembled into a porous screen-like structure that relies upon the connection of the plaques for strength (Attachment A). Intentionally intermingled, the Police and Fire plaques convey cumulative strength of their service.
The design team talked with several bronze fabricators and identified three firms capable of designing, fabricating, and installing the sculpture. The firms were invited to provide a quote for the work and Penwal was the only firm capable of design, fabrication, and installation of the memorial prior to the planned ceremony on September 11, 2019. The memorial will be fabricated offsite in sections and then brought onto the site for final assembly.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if otherwise authorized by law and accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on April 29,2019 and by Purchasing and Business Services Manager Sandy Tsang-Palmer and Budget Manager Grace H. Yoon on April 25, 2019.
TIMING CONSIDERATIONS
City Council approval is requested on May 7,2019, to allow for installation of the memorial in advance of the planned ceremony on September 11, 2019.
FISCAL IMPACT
The cost of the contract will not to exceed $687,500, and includes design, fabrication, and installation of the memorial. As part of the funding for this contract, $500,000 is already appropriated in the Capital Projects Fund Group in the Public Works Department (30). An appropriation increase in the amount of $187,500 is requested in the Capital Projects Fund Group in the Public Works Department (30), offset by a transfer from the Special Advertising and Promotion Fund Group in the City Manager Department (20) in the amount of $123,500, offset by funds available, and from donations from the Long Beach Chamber of Commerce in the amount of $30,000, Friends of the Long Beach Fire Fighters in the amount of $19,000, and the Long Beach Police Association in the amount of $15,000. The requested action is expected to have a minimal impact on staff hours beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
