DISCUSSION
City Council approval is requested to increase the existing agreement with Allstar Fire Equipment, Inc. (Allstar), by $300,000 with a 20 percent contingency of $100,000, for a total amount not to exceed $600,000 annually. This agreement is used for the purchase and delivery of Self-Contained Breathing Apparatus (SCBA) and related equipment. SCBAs comprise a critical component of a firefighter’s personal protective equipment ensemble, providing breathable air, respiratory protection, and voice communication in fires and other environments that are immediately dangerous to life and health. Under this agreement, Allstar provides the Long Beach Fire Department (LBFD) with Scott brand SCBAs and related equipment, including cylinders, regulators, air packs, face pieces, and voice amplifier assemblies, and will provide repair service and testing of this equipment.

On August 7, 2018, the City Council awarded a contract to Allstar for a total of $200,000 annually for a period of two years, with the option to renew for two additional one-year periods. It was estimated that the amount would be sufficient to purchase SCBAs through August 6, 2020. In a recent review of the status of SCBAs and related equipment, it was determined that a significant number of SCBAs were in need of replacement in the next two years due to a maximum usage limit of 15 years.
