TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to issue a Right-of-Entry Permit to Paramount Petroleum Corporation, to sample existing groundwater monitoring wells at the former 55th Way Landfill, at 2920 East 55th Way. (District 8)

DISCUSSION
City Council approval is requested to authorize the City Manager to execute a Right-of-Entry Permit with Paramount Petroleum Corporation (Paramount), to grant access to the former 55th Way Landfill at 2920 Easy 55th Way (Site) to obtain samples from three City of Long Beach (City) groundwater monitoring wells. The Los Angeles Regional Water Quality Control Board (LARWQB) requires these wells be monitored for dissolved petroleum hydrocarbons in the groundwater.

The wells were installed by the City and are just south of the former landfill. Paramount will obtain groundwater samples on a semi-annual basis as part of their ongoing groundwater monitoring requirements. The samples will be analyzed for dissolved-phase petroleum hydrocarbons migrating off-site in the down-gradient direction. Paramount will submit their results to the LARWQB as part of the approved work plan for the Site. It is estimated that sampling will occur at this location for five to ten years, depending on review of the sample results and work plan. The terms of the Right-of-Entry Permit would be applicable to any subcontractors hired by Paramount for this project.

TIMING CONSIDERATIONS
City Council action is requested on November 13, 2018, to ensure the Right-of-Entry permit is in place expeditiously.

There is no fiscal or local job impact associated with this recommendation.
