TITLE
Recommendation to authorize City Manager, or designee, to approve an amendment with the City of Los Angeles, for Department of Homeland Security grant funding for the 2015 Urban Area Security Initiative (UASI) grant, to increase the funding amount by $893,056, for a total amount not to exceed $13,058,420, and extend the term to July 31, 2018; and
Increase appropriations in the General Grants Fund (SR 120) in the Disaster Preparedness and Emergency Communications Department (DC) by $893,056, offset by grant revenue. (Citywide)
DISCUSSION
The City of Long Beach (City) has received grant funding from the Department of Homeland Security under the Urban Area Security Initiative (UASI) program since 2003. On March 22, 2016, the City Council approved the execution of a contract with the City of Los Angeles to receive grant funding under the 2015 UASI grant for $5,377,994. Subsequently, the City accepted additional funding in November 2017 in the amount of $6,787,370 under this contract through an amendment to increase total allocation to $12,165,364. The requested contract amendment will extend the performance period to July 31, 2018, and increase funding by $893,056 to support the Los Angeles Regional Training Group, and to fund multiple Long Beach projects, including the All Hazards Incident Management Team, Criminal Mass Casualty Incident equipment, and telecommunications equipment.

TIMING CONSIDERATIONS
City Council action is requested on October 9, 2018, to ensure the City can complete grant requirements and receive grant funding for the extended performance period.
FISCAL IMPACT
