TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Municipal Emergency Services, Inc., of San Diego, CA, for furnishing and delivering fire turnouts, on the same terms and conditions afforded to the County of Los Angeles, California (County), in an annual amount not to exceed $225,000, until the County agreement expires on December 31, 2021, with the option to renew for as long as the County contract is in effect, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Municipal Emergency Services, Inc., for furnishing and delivering fire turnouts on an as-needed basis, in an annual amount not to exceed $225,000.  Fire turnouts, including turnout coats and pants, are worn by Long Beach Fire Department (LBFD) front-line staff and comprise of an essential component of the firefighter’s personal protective equipment ensemble, providing protection against burn injuries while minimizing heat stress.  This contract will meet the LBFD safety and quality standards.   

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council. 

 

LBFD and the Purchasing Division of the Financial Management Department investigated procurement options, and the County of Los Angeles contract with Municipal Emergency Services was determined to provide the best price.  Additionally, this procurement method, as authorized under the City Charter, allows for timely acquisition and delivery to meet the needs of the LBFD. 

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 20, 2018 and by Budget Management Officer Rhutu Amin Gharib on September 19, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on October 9, 2018, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost of the contract will not exceed $225,000 annually, and is budgeted in the General Fund (GF) in the Fire Department (FD).  There is no local job impact associated with this recommendation.
