TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33724 with Professional Police Supply, Inc., dba Adamson Industries, of Los Alamitos, CA, for the purchase of emergency vehicle auxiliary equipment, to increase the annual contract amount by $200,000, for a revised annual contract amount not to exceed $1,000,000 for the final term of the contract, and for a revised total aggregate contract amount not to exceed $2,440,000.  (Citywide)

 

DISCUSSION

On August 19, 2014, the City Council awarded contracts to Professional Police Supply, Inc., dba Adamson Industries, B & B Enterprises, of Phoenix, AZ, and, The Truck Lighthouse, Inc., of Santa Fe Springs, CA, to purchase auxiliary equipment for emergency response vehicles in an annual amount of $320,000, for a period of two years with the option to renew for two additional one-year periods.  On May 9, 2017, the City Council approved an amendment to the Professional Police Supply, Inc., contract, increasing the annual contract amount by $480,000, for a total annual amount not to exceed $800,000 for the remaining two years.  B & B Enterprises, of Phoenix, AZ, and The Truck Lighthouse, Inc., of Santa Fe Springs, CA, no longer stock the auxiliary equipment, therefore, the Professional Police Supply, Inc., is the only supplier available.

 

The City is now using the Ford Interceptor utility vehicle for Police patrol and Fire Department field management operations.  The price for parts for upfitting each unit, including light bars, sirens, partition dividers, and electronic controllers, has surpassed the original estimates prepared by the Fleet Services Bureau. As the City transitions to the Interceptor utility vehicle, parts can no longer be transferred from the Crown Victoria sedans, resulting in a significant increase in part costs for outfitting.  In addition, there has been a significant increase in requests for safety and emergency lighting installation from several departments throughout the City.

 

City Council approval is requested to execute an amendment to Contract No. 33724 with Adamson Industries, to increase the annual amount by $200,000, in the current fiscal period to purchase needed auxiliary equipment until new specifications are created and a new contract(s) is in place.  This amount will cover parts and equipment for Police and Fire Department units, plus other safety vehicle lighting and equipment installations in the approved replacement plans. 

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 18, 2018 and by Budget Management Officer Rhutu Amin Gharib on September 14, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on October 2, 2018, to ensure the installation of auxiliary equipment on emergency response vehicles can continue expeditiously.

 

FISCAL IMPACT

The total annual contract amount will not exceed $1,000,000 for the final period of this contract and the total aggregate amount of the contract will not exceed $2,440,000. Sufficient appropriation is budgeted in the Fleet Services Fund (IS 386) in the Financial Management Department (FM).   Increased parts costs for upfitting will be collected as part of the monthly capital replacement charges to multiple departments and funds. The amendment of this contract will provide continued support to our local economy by assisting in the preservation of employment for three full-time employees residing in Long Beach.
