DISCUSSION
On October 17, 2017, the City Council awarded a contract to Sully-Miller Contracting Company, for the construction of the Daisy-Myrtle Bicycle Boulevard Project (Project), a 9.5-mile bicycle boulevard along Daisy, Magnolia, Pacific, Linden, Atlantic and Myrtle Avenues, Spring Street, and Bixby Road. The Project includes various bike lanes/shared bike routes, six traffic circles, three ovals, four roundabouts with curb extensions and bio swales, four median refuge islands, one traffic signal, one flashing pedestrian activated beacon, multiple sidewalk, curb and gutter installations, five bicycle detection loops, custom signage, and pavement markings throughout the corridor (Attachment A). The project goal is to increase safety at these 25 intersections by decreasing vehicle speeds by using traffic calming features. The Project is consistent with, and was identified in, the City’s Bicycle Master Plan.

The Project was bid in accordance with the grant funding requirements and the City’s bid procedures. The project is currently under construction and unforeseen field conditions have been encountered such as contaminated materials, resulting in the unanticipated removal and replacement of full roadway sections near four roundabouts. Solutions were engineered and change orders negotiated, which increased the Project cost.
