Recommendation to authorize City Manager, or designee, to execute all documents, and any needed subsequent amendments, with the City of Los Angeles to accept $45,000 in Workforce Innovation and Opportunity Act (WIOA) funds, in support of implementing the Los Angeles Basin Regional Workforce Development Plan. (Citywide)
DISCUSSION
Pacific Gateway is one of seven workforce development boards in Los Angeles County, which itself is one of 14 workforce Regional Planning Units (RPU) in California. The State provides funding to RPUs to fund strategic, local initiatives in alignment with the State’s Workforce Development Plan. The Los Angeles County RPU is administered by the City of Los Angeles, which is responsible for the distribution of funds to the other six workforce boards in the County. The cities of Long Beach and Los Angeles regularly partner on workforce development programs in and around the Harbor area, including the operation of an adult and youth employment center.
Early this year, Pacific Gateway was notified by the City of Los Angeles that it is to receive additional funding in support of the implementation of the Los Angeles Basin Regional Workforce Development Plan (Plan). The Plan focuses on building regional industry sector pathways, i.e., career pathway programs that culminate in industry-valued and industry-recognized post-secondary credentials. Under the Plan, Pacific Gateway will provide services for the Performance Partnership Pilot (P3) Initiative, which was launched to refine and reconfigure youth services delivery by the City and County of Los Angeles. The initiative brings together public and non-profit organizations across the County, all logical partners for refining youth services delivery. Specifically, Pacific Gateway is tasked to achieve four goals under this contract: (1) expand services and outcomes; (2) implement a system-wide approach; (3) engage industry leaders; and, (4) develop framework.
