TITLE

Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit at the Miller Family Health Education Center with the California STD/HIV Prevention Training Center, for a period of five years, with the option of extending the permit annually after the end of the initial term, and upon a determination by the City that the permittee has fully complied with the terms and conditions of the permit and is otherwise in good standing with the City.  (District 7)

 

DISCUSSION

Since 1974, the City of Long Beach (City) has been providing services to improve family wellness at four geographically placed facilities located at the: Central Facilities Center, 1133 Rhea Street; North Facilities Center, 6335 Myrtle Avenue; West Facilities Center, 2125 Santa Fe Avenue; and, Miller Family Health Education Center, 3820 Cherry Avenue.

 

In addition to City services, community-based services have been provided by a variety of local non-profit agencies that occupy office space at these sites through a Facility Use Permit.  Agencies utilizing space at these various facilities are required to be non-profit agencies, and must address a critical need at the local level.  Space is provided on a first-come, first-served basis, based upon availability.  All agencies must meet City insurance requirements.

 

The California STD/HIV Prevention Training Center has requested to enter into a Facility Use Permit for space located at the Miller Family Health Education Center (Center).  The California STD/HIV Prevention Training Center provides training courses that are designed to meet the needs of a wide array of medical, health promotion, and community professionals serving persons and communities impacted by STDs and HIV, including clinical care providers, prevention experts, program planners, counselors, educators and administrators.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on July 25, 2018 and by Revenue Management Officer Geraldine Alejo on July 27, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on August 14, 2018, to allow the Facility Use Permit to begin September 4, 2018.

 

FISCAL IMPACT

Revenue in the amount of $800 per month, an increase of $9,600 annually, will accrue in the Health Fund (SR 130) in the Health and Human Services Department (HE) for the Facility Use Permit with the California STD/HIV Prevention Training Center.  These funds will assist the City with utilities and maintenance of the Center.  There is no local job impact associated with the recommendation.
