TITLE

Recommendation to authorize City Manager, or designee, to execute a First Amendment to Cooperative Agreement No. 33741 with the County of Los Angeles, for Phases I and II of the City’s Bridge Preventive Maintenance Program, to increase the contract amount by $649,000, for a revised total amount not to exceed $1,489,000; and

 

Authorize City Manager, or designee, to execute all necessary documents to receive and expend future funding received from other cities participating in the Bridge Preventive Maintenance Program.  (Citywide)

 

DISCUSSION

City Council approval is requested to execute a First Amendment (amendment) to Cooperative Agreement No. 33741 (Agreement) with the County of Los Angeles (County), for Phases I and II of the City’s Bridge Preventive Maintenance Program (BPMP).

 

On September 23, 2014, the City Council authorized the City Manager to execute an Agreement with the County for the repair of 57 bridges to be accomplished in two phases. Due to unforeseen changes since the list was compiled, three bridges have been removed from the list. The amendment will update the Agreement to repair 31 bridges in Phase I (Attachment A) and 23 bridges in Phase II (Attachment B).

 

Eight bridges have been repaired in BPMP Phase I. During these repairs, changes to the scope of work during construction required plan and specification revisions and increased costs due to unexpected additional deck deterioration for all remaining bridges in the BPMP. An additional $649,000 is necessary to pay for the City portion of additional costs incurred for Phases I and II.

 

Other cities who share bridge jurisdiction with the City may participate in the BPMP. These cities will pay for their share of costs directly to the City. Revisions to the Special Provisions of the County Specifications will include for the selected contractor to obtain a “No Fee” encroachment permit from these cities.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on July 16, 2018 and by Revenue Management Officer Geraldine Alejo on ----July 19, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on August 7, 2018, to allow for timely execution of the Agreement amendment.

 

FISCAL IMPACT

As part of the amendment, the revised BPMP cost is $12,097,000. The federal share amount is $10,608,000 and the City’s share amount is $1,489,000. Of the City’s share, $840,000 has already been deposited with the County. Under the terms of the original Agreement, the City will fund its additional share by depositing the remaining $649,000 with the County, after the County has executed the Agreement amendment.

 

In addition to the $649,000 increase to the contract, the City will fund approximately $118,725 for the additional engineering plan check, construction support and contingency, for a total City cost of $1,607,725. Sufficient funds are appropriated in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
