TITLE
Recommendation to authorize City Manager, or designee, to execute a Right-of-Entry Agreement with the Long Beach Unified School District, to allow the City of Long Beach access to Washington Middle School, at 1450 Cedar Avenue, to install and maintain two security cameras.

DISCUSSION
On August 15, 2017, Council District One allocated $24,724 of one-time infrastructure funds to support the purchase of two outward facing security cameras to be installed at Washington Middle School. The cameras will be used to increase public safety in the Washington neighborhood. Over the last year, the Technology and Innovation Department has worked with Council District One, the Police Department and Long Beach Unified School District (LBUSD) to create an agreement that would authorize the City to install and maintain the cameras on LBUSD property.

Under the terms of the Right-of-Entry Agreement, the City of Long Beach (City) would indemnify LBUSD from liability related to the City’s installation and maintenance of the security cameras. In addition, the City will reimburse LBUSD for costs associated with signage of the security cameras and for LBUSD employee or contractor costs incurred to grant the City access to the site for the installation and maintenance of the cameras.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on June 27, 2018 and by Budget Analysis Officer Julissa José-Murray on June 29, 2018.

TIMING CONSIDERATIONS
City Council action is requested on July 17, 2018, to ensure the security cameras can be installed prior to the beginning of the LBUSD school year.

FISCAL IMPACT
Expenditures related to reimbursing LBUSD for signage and other costs will not exceed $1,000 in the first year and is estimated to be approximately $240 in future years.
