TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents to enter into an agreement with the Art Center College of Design of Pasadena, for the Long Beach Police Department to collaborate on an educational project in the Fall of 2018. (Citywide)

DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into an agreement with the Art Center College of Design of Pasadena (Art Center), for collaborating on an educational project as part of a class at the Art Center in the Fall of 2018. The Arts Center has received a grant from the National Endowment of the Arts to develop a visually compelling, technology-infused, recruitment campaign that aims to help LBPD, working in partnership with local resources and organizations, recruit police officers to serve the community of Long Beach. The students will use a human-centered approach to technology and social media, with a focus to enhance LBPD’s efforts to recruit applicants for police officers.

The purpose of this project is to enhance the academic and educational experience of the students in the class by promoting educational opportunities, exposing the students to real world design experience and expanding the students’ boundaries of design processes through exploration and research. LBPD staff will provide feedback, answers, and guidance regarding student projects. Either party may terminate the agreement at any time for any reason with 30 days’ written notice.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita and by Budget Management Officer Rhutu Amin Gharib on June 20, 2018.

TIMING CONSIDERATIONS
City Council action is requested on July 17, 2018, to ensure the agreement is in place expeditiously.
