TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, including any necessary amendments, with PlayCore Wisconsin, Inc., dba GameTime, of Fort Payne, AL, for the purchase of playground equipment at Peace Park and Martin Luther King, Jr. Park, in an amount not to exceed $108,118, inclusive of taxes and fees.  (Districts 1,6)

 

DISCUSSION

City Council approval is requested to enter into a contract with GameTime for the purchase of playground equipment to be installed at Peace Park and Martin Luther King, Jr. Park (MLK).

 

On December 12, 2017, the City Council accepted and appropriated grant funding totaling $981,509 from the California Department of Housing and Community Development (HCD), through their Housing-Related Parks Program (Program), for the rehabilitation of park facilities and grounds at Drake Park, Peace Park, and MLK.  No matching funds were required as a condition of accepting these funds.  Of the total allocation, $350,000 was designated for playground renovation at Peace Park, and $315,754 for playground renovation at MLK. 

 

In the fall of 2017, the Department of Parks, Recreation and Marine (PRM) received notification of the State-Wide Healthy Play Initiative grant program opportunity offered by the California Park and Recreation Society (CPRS) and PlayCore Wisconsin, Inc., dba GameTime (GameTime).  This grant provides matching funds to buy down the cost of GameTime playground equipment for projects that encourage healthy outdoor play.  In addition, PRM received a second and separate grant opportunity directly from GameTime for their 2017 Playground Matching Grant Program.  This grant offers up to a 100 percent match for GameTime playground equipment for qualifying new playground projects. PRM has applied for both grants to leverage eligible HCD Program funds at Peace Park and MLK. 

 

Both grants were awarded to PRM in the fall of 2017, in a combined amount of $73,056, which will be issued as credits against the total purchase price of $181,174 for the GameTime playground equipment.  The City of Long Beach (City) will be responsible for the remaining balance of $108,118, which will be funded by HCD grant funds.

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council. 

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on May 29, 2018 and by Revenue Management Officer Geraldine Alejo on June 7, 2018.

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution is requested on July 10, 2018, to ensure that the new contract is in place expeditiously.

 

FISCAL IMPACT

The total cost to purchase the GameTime playground equipment for Peace Park and MLK will not exceed $108,118, inclusive of taxes, fees, and $73,056 in credits received through the CPRS and GameTime grants.  The cost is funded with an HCD grant award and is appropriated in the Capital Projects Fund (CP) in the Parks, Recreation and Marine Department (PR).  PRM shall be responsible for the maintenance of the GameTime playground equipment.  However, as the playground equipment is new and uses standardized parts, no maintenance is anticipated for several years, at which point, PRM will request operating and maintenance costs during the annual budget development process.  There is no local job impact associated with this recommendation.
