TITLE
Recommendation to adopt resolution to temporarily close and remove from public use a portion of Shoreline Drive in connection with the 2009 Long Beach Lesbian and Gay Pride Parade and Festival. (District 2)

DISCUSSION
The 26th Annual Long Beach Lesbian and Gay Pride Parade and Festival will be held in Long Beach from May 15 through 17, 2009. This event will attract over 80,000 people to the city. In order to allow for the staging of this event, a Resolution has been prepared, which provides for the temporary closure of a portion of Shoreline Drive between Ocean Boulevard and Shoreline Village Drive. This area will be used as part of the venue for the festival, which will also be held on the Marina Green and at Rainbow Lagoon Park. Additional space is required for the safety of event attendees due to projected attendance figures.

Access to the Shoreline Marina and Shoreline Village will be via Shoreline Village Drive.
Directional signage shall be provided to clearly direct traffic to these areas. The Departments of Police, Fire, Public Works, Water, Parks, Recreation and Marine, as well as Long Beach Transit, have reviewed the requested closure plans.

Traffic management and signage plans shall be forwarded to newspapers serving the greater Long Beach area asking for their cooperation to publicize these plans as a public service during the weeks before the event.

This matter was reviewed and the Resolution prepared by Deputy City Attorney Richard Anthony on March 19, 2009, and Budget and Performance Management Bureau Manager David Wodynski reviewed this matter on March 24, 2009.

TIMING CONSIDERATIONS

City Council action is requested on April 21, 2009, in order to expedite the execution of the Resolution in time for the event, which is scheduled for May 15 through 17,2009.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action.
