TITLE

DISCUSSION
The Federal Aviation Administration (FAA), under the direction of the Department of Transportation, is responsible for regulation and oversight of civil aviation within the United States, as well as operation and development of the National Airspace System. Its primary mission is to ensure safety of civil aviation.

The FAA agreement sets forth the terms and conditions and establishes the estimated costs for commissioning and special flight inspections services for Runway 7R-25L at the Long Beach Airport (Airport). Runway 7R-25L is currently closed and under construction and is anticipated to re-open as Runway 8R-26L in late summer 2018. The construction includes installation of new runway lights and visual guidance lighting systems, which are required to be inspected and commissioned by the FAA prior to any nighttime Instrument Flight Rules aircraft operations.

This matter was reviewed by Deputy City Attorney Richard F. Anthony on April 23, 2018 and by Budget Analysis Officer Julissa José-Murray on April 27, 2018.

TIMING CONSIDERATIONS
City Council action is requested on May 15, 2018, to ensure the agreement is fully processed in the timeframe required by the FAA. Failure to meet the FAA’s deadlines could result in loss of runway use during nighttime operations.
