TITLE
Recommendation to authorize City Manager to amend the Agreement with Community Hospital of Long Beach for emergency room services for jail inmates to include hospitalization of jail inmates for an amount not to exceed $110,000 annually, with an option to renew the Agreement at the discretion of the City Manager for two additional one-year periods at a cost not to exceed $110,000 annually.  (Citywide)

DISCUSSION
On September 2, 2008, the City Council authorized an agreement with Community Hospital of Long Beach to provide Emergency Room Services to Long Beach jail inmates for an amount not to exceed $500,000 annually. Periodically, inmates require hospitalization following their Emergency Room care; this amendment to the current agreement will provide for continuity of care for inmates who have been hospitalized from Community Hospital's Emergency Room.

It is requested that the City Manager be authorized to execute this amendment for $3,200 per day for hospitalization of inmates, not to exceed $110,000 annually. This amount reflects the current costs needed to provide these services. Approval is also requested for two one-year options to renew the agreement for an annual cost not to exceed $110,000 annually at the discretion of the City Manager.

This matter was reviewed by Deputy City Attorney Gary Anderson on February 2, 2009 and Budget Management Officer Victoria Bell on January 26, 2009.

TIMING CONSIDERATIONS
Action is requested on February 17, 2009 to expedite this agreement and avoid interruption in payment to Community Hospital of Long Beach for hospitalization of any Long Beach City Jail inmates.

FISCAL IMPACT
The Department will absorb the contract cost within the existing Police Department General Fund appropriation.
