TITLE
Recommendation to approve submittal of the Draft 2008-2014 Housing Element of the General Plan to the California Housing and Community Development Department. (Citywide)

DISCUSSION
State housing and general plan laws require that county and local governments periodically develop and submit local Housing Elements for State review and certification. Upon State certification and City adoption, a Housing Element becomes one of the State required elements of a community's General Plan. Long Beach's housing plan has been developed in coordination with the City's General Plan LB2030 program.

On August 28, 2008, the Draft 2008-2014 Housing Element of the General Plan was made available to the public with copies provided to the City Council, Planning Commissioners and other City officials. Study sessions on the draft plan were provided to the public and Planning Commission on February 27 and October 2, 2008. State law requires that the Department of Housing and Community Development (HCD) review all proposed Housing Elements in draft form prior to final adoption by local jurisdictions.

This letter was reviewed by Assistant City Attorney Mike Mais on September 22, 2008 and by Budget Management Officer Victoria Bell on September 26, 2008.

TIMING CONSIDERATIONS
Staff has notified HCD of the status of the draft plan and intent to submit subsequent to Council action. Staff requests Council action on October 14, 2008 for submission of the City's Draft Housing Element. Draft Housing Elements from the Southern California region were due to the State by June 30, 2008.

FISCAL IMPACT
Submission of a Draft Housing Element to the State has no fiscal impact on the General Fund. Creation of a new Housing Element is being paid for through special revenue funds in the Development Services and Community Development Departments.

SUGGESTED ACTION
Approve recommendation.
