DISCUSSION
City Council approval is requested to enter into a contract with GRP2, dba Keystone Uniforms, to furnish and deliver police uniforms. This contract will meet safety and quality standards for the Long Beach Police Department and ensure the timely availability of uniforms for personnel.

The bid was advertised in the Press-Telegram on November 25, 2015, and 1,877 potential bidders specializing in police uniforms were notified of the bid opportunity. Of those bidders, 23 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups. Two bids were received on February 11, 2016. Of those two bidders, one was a Minority-owned Business Enterprise (MBE), one was a Women-owned Business Enterprise (WBE), none were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). GRP2, dba Keystone Uniforms, of Santa Ana, CA (a MBE and WBE, not an SBE or Local), was the lowest responsible bidder.
