TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Department of Homeland Security to receive and expend Department of Homeland Security grant funding for the FY 2015 Port Security Grant Program, in an amount not to exceed $1,360,000 for a period ending August 31, 2018; and
Increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $150,000 and in the General Grants Fund (SR 120) in the Police Department (PD) by $1,210,000. (Citywide)
DISCUSSION
The Department of Homeland Security (DHS) has approved grant proposals submitted by the Fire Department and Police Department under the FY 2015 Port Security Grant Program (PSGP) for a total of $1,020,000 (excluding cost match of $340,000). The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
The Fire Department has been approved for project costs of $150,000 to fund the purchase of Hazardous Materials and CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) detection and telemetry equipment to be installed on the new Fireboat 15. The Police Department has been approved for project costs of $1,210,000 to fund joint training and exercises with the Port of Long Beach Security Division and Harbor Patrol, as well as maintenance and sustainment funds for patrol vessels, detection equipment and supporting equipment.
This grant requires a 25 percent cost match of $340,000. The Port of Long Beach has agreed to provide the necessary cost match to reimburse 25 percent of the total expenses made under this program. On February 22, 2016, the Board of Harbor Commissioners approved the requested cost share of $340,000 for the Fire Department and Police Department projects.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on February 29, 2016 and Budget Management Officer Victoria Bell on March 2, 2016.
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 22, 2016, to ensure the City can promptly begin to expend these grant funds.
FISCAL IMPACT
Federal grant revenues of $1,020,000 will offset 75 percent of total program expenses of $1,360,000. The PSGP guidelines require a 25 percent cost match of $340,000, which will be provided by the Port of Long Beach.
Future maintenance costs for the equipment acquired under this grant will be included as project proposals in future PSPG grants. If not funded in future grants, the costs would be borne by a combination of the General Fund and other available funds.
As these funds are not budgeted, an appropriations increase in the amount of $1,360,000 is included in the recommendation and as noted below:
