TITLE

DISCUSSION
The Workforce Investment Network (Network) administers the Federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in demand occupations by local employers.

On June 19, 2007, the City Council authorized a competitively procured contract for Creation World Safety in the amount of $100,000 to provide training for residents in hazardous waste removal and related job skills in support of a grant received by the U.S. Environmental Protection Agency.

A subsequent grant from the U.S. Federal Highway Administration and the State Department of Transportation (Caltrans) has created the need to increase the number of residents preparing for industry-recognized certifications facilitated by Creation World. To accommodate this increase in service, the Network is requesting an additional $50,000 in funds to Contract No. 30421 with Creation World Safety. No other changes to the contract or its term are requested.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on August 4, 2008 and by Budget Management Officer Victoria Bell on September 2, 2008.

TIMING CONSIDERATIONS
City Council action is requested on September 23, 2008 in order to facilitate processing of required documents.
