TITLE
Recommendation to authorize City Manager to execute a Parking Lot Use Agreement, and any related documents, with the Long Beach Community College District for the use of Pacific Coast Campus Parking Lot 10 to accommodate overflow parking from Chittick Field. (District 6)

DISCUSSION
The City of Long Beach (City), Department of Parks, Recreation and Marine, operates Chittick Field, located at 1900 Walnut Avenue. During many weekends, particularly from July through December, there is not sufficient parking to accommodate all of the activities at Chittick Field. The Long Beach Community College District (District), Pacific Coast Campus, located at 1305 East Pacific Coast Highway, includes Parking Lot 10 (Lot 10) that is adjacent to Walnut Avenue and across the street from Chittick Field (Attachment).

To accommodate City parking needs, the District proposes a Parking Lot Use Agreement (Agreement) that will allow the City the free use of Lot 10 under the following conditions:

· The City will have free, non-exclusive use of Lot 10 on weekends from 5:00 p.m. on Fridays until 11:00 p.m. on Sundays.

· The City will clean Lot 10 and the surrounding landscaping, no later than 8:00 a.m. on the Monday following the City’s use.

· The City will coordinate with the District to institute a parking pass program that will require users to display a parking pass.

· The City will never charge users for parking permits for the use of Lot 10.

· The City will periodically monitor Lot 10 to ensure users are not conducting tailgates, barbecues, or any other activities other than parking.

· The City will provide the District with a point of contact for the implementation of the Agreement.

· The District will provide the City with a point of contact for the coordination of scheduling, maintenance, cleaning, and other coordination efforts between the two parties.
