TITLE

(Districts 2,3)

DISCUSSION
City Council approval is requested to increase the existing agreement with Cattrac Construction, Inc. (Cattrac), by $50,000, for beach renourishment services. Cattrac furnishes the Department of Parks, Recreation and Marine (PRM) with heavy equipment and operators to complete the City of Long Beach’s annual beach renourishment efforts. The additional purchasing authority will be used to expand beach width by redistributing roughly 30,000 cubic yards of sand.

Current Purchasing guidelines authorize the City Manager to approve annual purchases up to $100,000 when a competitive procurement has resulted in fewer than three price proposals (bids). For the initial $95,000 in this instance, a competitive procurement process was completed in July 2012. Cattrac was the only company to submit a bid. Based on PRM’s estimate of annual need for these services, BPPR12000038 was issued in the amount of $95,000 in September 2012. The agreement is in the last year of a three-year term, and the process has begun to complete a competitive bid for the next term.

This matter was reviewed by Assistant City Attorney Michael Mais on June 23, 2015, and by Budget Management Officer Victoria Bell on July 1, 2015.

TIMING CONSIDERATIONS
City Council action is requested on July 21, 2015, in order to ensure timely completion of the annual beach renourishment project.

FISCAL IMPACT
Annual expenditures for these services will not exceed $145,000, and are budgeted in the Tidelands Operations Fund (TF 401) in the Parks, Recreation and Marine Department (PR). There is no impact to jobs associated with the recommended action.
