TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to the current agreement (PH-002425) between the City of Long Beach and Los Angeles County in the amount of $444,924, and any subsequent amendments, for the provision of Ambulatory Outpatient Medical Services, for the period of March 1, 2015 through February 28, 2017. (Citywide)

DISCUSSION
Since 1998, Los Angeles County has contracted with the City of Long Beach Department of Health and Human Services (Health Department) to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) clinical services. The Ambulatory Outpatient Medical Services Program provides medical services to approximately 300 patients annually. The primary purpose of this program is to interrupt or delay the progression of HIV disease, prevent and treat opportunistic infections, and promote optimal health. The secondary purpose of the program is to interrupt the further transmission of HIV infection by providing the background for appropriate behavioral change. The grant was originally accepted by City Council on April 16, 2013. This amendment will extend the term of the agreement for another two years.

This matter was reviewed by Deputy City Attorney Linda Vu on March 26, 2015 and by Budget Management Officer Victoria Bell on April 6, 2015.

TIMING CONSIDERATIONS
City Council action is requested on April 21, 2015, as the Health Department has been providing services under this contract since March 1, 2015, and will be able to recover costs once the amendments are approved.

FISCAL IMPACT
The amount of the agreements total $444,462 for the period of March 1, 2015 through February 28, 2017. Sufficient funds are currently appropriated in the Health Fund (SR 130) in the Department of Health and Human Services (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this action.
