(District 3)

DISCUSSION
The Department of Parks, Recreation and Marine (PRM) is requesting to apply for $450,000 in grant funding for Phase 1 of the Pacific Electric Right-of-Way Greenbelt (Project) through the Land and Water Conservation Fund (LWCF), which is administered through California State Parks. The LWCF provides competitive grant funding for the acquisition, development, and preservation of park land in California.

On February 18, 2014, the City Council appropriated $300,000 of Proposition A Competitive Excess Funds from the Los Angeles County Regional Park and Open Space District for the Project. If awarded, the LWCF grant will provide an additional $450,000 for the construction of a trail, trailhead, and landscaping on the Pacific Electric Right-of-Way Greenbelt from Park Avenue to Ximeno Avenue (Attachment). The LWCF grant requires that the City of Long Beach (City) provide one-to-one matching funds. The City’s match of $450,000 will be provided through a combination of $150,000 from Third District FY 14 non-recurring infrastructure funds and $300,000 from the previously awarded Los Angeles County grant for this Project. This project is the first phase of implementation of the Pacific Electric Right-of-Way Master Plan, a plan completed in 2014 that covers the right-of-way from Park Avenue to Loma Avenue. Implementation of the full Master Plan is estimated to cost $2,500,000. Additional phases of the Master Plan will be implemented as funding becomes available.
