TITLE
Recommendation to request City Attorney to prepare an amendment to the Long Beach Municipal Code, Section 10.12.010 relating to the 30 mph Speed Limit on Colorado Street, between Termino Avenue and Orlena Avenue, as recommended by the City Traffic Engineer. (District 3)

DISCUSSION
In response to resident concerns about commuters speeding on the 4600 block of Colorado Street, City traffic engineers updated and renewed an Engineering and Traffic Survey on Colorado Street, between Termino Avenue and Orlena Avenue. The Engineering and Traffic Survey is the official document of record that is used for the establishment of speed limits, and it also provides justification for the use of radar to enforce said speed limits.

Based upon the result of the Engineering and Traffic Survey conducted for Colorado Street, between Termino Avenue and Orlena Avenue, approved by the City Traffic Engineer, this street segment warrants a five (5) mph decrease from the current posted speed limit of thirty (30) mph to twenty-five (25) mph. This street segment is highlighted on the attached vicinity map.

We request that the City Attorney be authorized to prepare an amendment to Section 10.12.010 of the Long Beach Municipal Code, as listed below:

1. Subsection 63, referring to speed limits on Colorado Street, by modifying paragraph “a” to read as follows:

“a. Termino Avenue to Orlena Avenue, twenty-five (25) miles per hour,”

This matter was reviewed by Deputy City Attorney Amy R. Webber on November 17, 2014 and by Budget Management Officer Victoria Bell on November 21, 2014.

TIMING CONSIDERATIONS
Council action on this matter is not time critical.

FISCAL IMPACT
The cost of materials and installation of the proposed “Speed Limit” signs is estimated at $500. Sufficient funds are budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) to support this activity. There is no local job impact associated with this recommendation.
