TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents for the City of Long Beach to accept funding from the Los Angeles Emergency Food and Shelter Program, in the amount of $15,000, for the period March 1, 2014 through June 30, 2015, including any subsequent amendments that change the terms or increase grant amounts. (Citywide)
DISCUSSION
The Emergency Food and Shelter National Board Program was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. This collaborative effort between the private and public sectors has disbursed over $4.0 billion in federal funds during its 32-year history. The Emergency Food and Shelter Program has community Boards that allocate federal funds to supplement the work of local agencies providing food, shelter, rental assistance, and utility assistance.
The Los Angeles Emergency Food and Shelter Program (EFSP) Local Board has provided grant funding to the City of Long Beach Department of Health and Human Services since 2004. Award notification to the City of Long Beach for the Phase 32 emergency motel vouchers was on October 30, 2014 in the amount of $15,000. These motel vouchers will augment resources for homeless persons served at the Long Beach Multi-Service Center and assist in housing families until emergency, transitional or permanent shelter beds are available.
This matter was reviewed by Deputy City Attorney Linda Vu on November 10, 2014 and Budget Operations Officer Grace Yoon on November 13, 2014.
TIMING CONSIDERATIONS
City Council action is requested on December 9, 2014 to begin accepting reimbursements for program activities.
FISCAL IMPACT
