DISCUSSION
On May 3, 2011, the City Council authorized the City Manager to contract with the County of Los Angeles to provide a full-time Deputy Probation Officer to render gang crime suppression services for the City of Long Beach. The Deputy Probation Officer, who is assigned to the Gang Enforcement Section, interacts with both adult and juvenile offenders.

On October 1, 2013 and September 16, 2014, the City Council authorized the City Manager to accept additional funding from the FY13 and FY14 Edward Byrne Memorial Justice Assistance Grant (JAG) program, respectively. Funds from these grants have been set aside to pay for the Deputy Probation Officer.

The term of this agreement will be for a period of 12 months, from July 1, 2014 through June 30, 2015, with the option of two, one-year renewals as funds are available, and consistent with the agreement executed in previous years (Contract No. 32848). This agreement may be terminated at any time with thirty (30) days written notice to the other party.

This matter was reviewed by Deputy City Attorney Kendra Carney on August 27, 2014, and by Budget Management Officer Victoria Bell on August 26, 2014.

TIMING CONSIDERATIONS
City Council action on this matter is requested on September 23, 2014 to prevent service interruption.

FISCAL IMPACT
The Police Department (PD) will use specifically budgeted Edward Byrne Memorial Justice Assistance Grant (JAG) program funds in the General Grants Fund (SR 120) to reimburse the County of Los Angeles.
