DISCUSSION
In 2004, the Los Angeles County Flood Control District (District) entered into an agreement with the California Coastal Conservancy (Conservancy) to prepare a preliminary design and environmental review for the DeForest Wetlands and Dominguez Gap Wetlands projects (Attachment A). These projects will enhance the current spreading grounds and detention basins to include a functional multipurpose wetlands, groundwater recharge, and passive recreation.

The District began the design phase of the projects in 2004, with funding from itself, the Conservancy, and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. The District has completed the Dominguez Gap Wetlands project, but only preliminary design and environmental review have been completed for the DeForest Wetlands project. Unexpended Conservancy grant funds remain available to the District to complete the DeForest Wetlands design. However, the District has requested that the City of Long Beach assume responsibility for completion of the design of the DeForest Wetlands project and that the unexpended Conservancy grant be transferred to the City. The Conservancy has agreed to assign the remainder of the grant funds to the City in order to complete the DeForest Wetlands design.

The total cost to complete the DeForest Wetlands design is estimated at $600,000. In addition to the Conservancy grant funds in the amount of $217,593, the Long Beach Redevelopment Agency is contributing $100,000 toward the project....
