TITLE
Recommendation to adopt resolution authorizing City Manager to execute a contract and any amendments thereto with Dooley Enterprises, Inc., for the purchase of factory loaded ammunition for officer training and qualification shoots, in an amount not to exceed the estimated amount of $354,000 plus a 10 percent contingency if necessary and if funds are available, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
City Council approval is being requested to enter into a contract to purchase ammunition manufactured by Winchester for training and shooting qualification requirements for the City's police officers. Dooley Enterprises, Inc., is the sole authorized distributor of Winchester's factory-loaded ammunition in Southern California. The original contract entered into on August 24,2004 was for $250,000 with renewal options that have expired.
Due to rising costs in brass and copper and the increase in shooting qualification requirements for police officer training, the Police Department is requesting $354,000 for their annual amount.
The Police Department has standardized their training rounds and premium duty rounds with Winchester's factory-loaded ammunition. Winchester goes to great lengths to ensure their training and duty rounds are identical. Standardization is necessary in handling a lethal weapon, where performance and accuracy are critical.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution documenting the reason for a sole-source award adopted by City Council.
