TITLE

15 percent contingency amount, if necessary. (Districts 4,5)

DISCUSSION
The infrastructure on Lakewood Boulevard between the Outer Traffic Circle and 500 feet south of Willow Street is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, reconstructing areas of deteriorated pavement;
cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of this project. The project was advertised for bid on October 5, 2007, and bids were opened on October 31, 2007. Information regarding Sully-Miller Contracting Company, is provided on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Lori A. Conway on November 12, 2007, and by Budget Management Officer Victoria Bell on November 12, 2007. In accordance with the California Environmental Quality Act, Categorical Exemption No.
CEP-300-06 has been issued for this project.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 20, 2007 to, authorize commencement of this Public Works project. Construction is anticipated to begin in March 2008 and should take approximately 60 working days.

FISCAL IMPACT
The contract award is for an estimated amount of $1,853,823 plus a 15 percent contingency amount of $278,073, if necessary. Sufficient Proposition C funds (SR 182) are budgeted in the Department of Public Works (PW).
