TITLE
Recommendation to adopt Plans and Specifications No. R-6660 for the Belmont Plaza Improvements; and authorize City Manager to award the contract to and execute an agreement with Palp, Inc., dba Excel Paving Company, in an estimated amount of $492,368, plus a 15 percent contingency amount, if necessary. (District 3)

DISCUSSION
Plans and specifications have been completed to construct electrical, drainage, landscaping, traffic striping/signing and cast-in-place concrete improvements within the Belmont Plaza. The proposed concrete improvements consists primarily of demolishing the existing concrete surface of the Plaza and constructing a new concrete slab using architectural concrete color admixture with the surface seeded with colored stone. The project site is located at the foot of the Belmont Veterans Memorial Pier. A vicinity map of the area is attached.

City Council adoption of the plans and specifications and award of contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on September 4, 2007, and bids were opened on October 17, 2007. Information regarding the bid and Palp, Inc., DBA Excel Paving Company, is shown on the attached contract awards document.

This matter was reviewed by Deputy City Attorney Lori A. Conway on November 6, 2007, and by Budget Management Officer Victoria Bell on November 7, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 20, 2007, to authorize commencement of this Public Works project. Construction is anticipated to begin in January 2008 and should take approximately 45 working days to complete.

FISCAL IMPACT
The contract award is for an estimated amount of $492,368, plus a 15 percent contingency amount of $73,855, if necessary. Sufficient funds to cover the contract are budgeted in the Tidelands Capital Fund (TF), in the Department of Public Works (PW).
