DISCUSSION
The City of Long Beach has received federal homeland security funds under the Urban Area Security Initiative (UASI) program since 2003. Until 2006, the City of Long Beach was the lead city for the Long Beach UASI, a regional partnership of eight cities and the County of Los Angeles. As the lead city, Long Beach was the recipient of the grant funds and administered the funds on behalf of other cities in the Long Beach UASI. In 2006, the Department of Homeland Security combined the Long Beach UASI and the Los Angeles UASI to form the Los Angeles-Long Beach UASI. As the largest city in the region, the City of Los Angeles was named as the grant awardee, with responsibility for administration of the funds.
 
In order to distribute Long Beach's share of the UASI funds, the City of Los Angeles requires a formal funding agreement between the two cities. This agreement will be in effect from October 16, 2007 to March 31, 2008. Long Beach will receive $6,367,040 to use for homeland security purposes, including $90,000 to administer the Long Beach portion of the grant. These funds will primarily be used for public safety training and exercises, developing plans and protocols, and purchasing interoperable radio equipment, with a focus on protecting the City's assets and resources, continuing interoperability communications efforts, and enhancing regional intelligence sharing.

TIMING CONSIDERATIONS
City Council action is requested on November 13, 2007, to ensure that the City can promptly begin to expend these homeland security funds.
 
FISCAL IMPACT
As these grants are unbudgeted, appropriation increases are included in the recommendation. The City Manager is requesting an increase in appropriations of $6,367,040 in the following departments in the General Grants Fund (SR 120) in order to expend this grant:

The expense appropriations will be fully offset by grant revenues and this grant does not require matching funds. There is no immediate impact to the General Fund; however, due to time delays between incurring expenditures and receiving revenues, it may be necessary for the General Fund to advance cash to cover grant-related expenses until reimbursement revenues are received.
