TITLE
Recommendation to authorize City Manager to execute an agreement with Kinnetic Laboratories, Inc., for municipal storm water runoff and dry weather water quality monitoring with a term of October 1, 2007, through September 30, 2010, and an annual “not-to-exceed” amount of $429,675; and
Authorize City Manager to execute subsequent amendments to the agreement for two renewal options, relative to extending the term and increasing the contract amount, authorize additional services, if required, within the provisions of the contract, and adjust the fee schedule of hourly and line-item rates for inflation. DISCUSSION
In order to meet the discharge requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Permit for Storm Water and Urban Runoff Discharges, the City must conduct water quality monitoring for non-point (unidentifiable) source discharges.
Required monitoring includes water quality sampling, equipment maintenance, procurement and installation, field observations, laboratory testing, data analysis, data interpretation, annual report preparation, providing technical advice on regulatory compliance issues, and representing the City at technical storm water and urban runoff meetings and workshops. The services required are unique and of a specialized nature which the Department of Public Works Engineering Bureau staff is neither experienced nor licensed to perform.
Kinnetic Laboratories, Inc., was selected through a competitive Request for Proposal (RFP) process in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants." This firm is recommended because of its extensive expertise in those specialty areas described above. Three firms submitted proposals, including one MBE and one Long Beach firm.
