DISCUSSION
The existing Bag Claim Unit #2 at the Long Beach Airport, which was built in the mid1980s, is in a state of disrepair. The condition of the unit has progressively deteriorated and is incurring more frequent mechanical problems and operational failures. Since parts are no longer manufactured for this unit, special tooling would be necessary to manufacture replacements for parts currently known to need replacement. Even if the current deficiencies were corrected, it is anticipated that future mechanical problems would occur, resulting in ongoing repair costs and a negative impact on baggage claim operations. Airport staff has determined that a complete replacement of Bag Claim Unit #2 is the most efficient and cost effective means of repair.

Quatrotec, Inc., is an experienced baggage handling contractor as well as a baggage handling designer. They have demonstrated a high level of quality during the installation of the Interim EDS Baggage Screening System. They are currently located on-site and have personnel trained and experienced to work within the strict guidelines of construction within the secured area of the Long Beach Airport.

City Council approval to execute an amendment to the existing contract with Quatrotec, Inc. to increase the value of the contract is being recommended to expedite the emergency replacement of Bag Claim Unit #2.
