TITLE

DISCUSSION
On April 4, 2006, the Los Angeles County Board of Supervisors (Board) approved the Homeless Prevention Initiative (HPI), which included $99,649,000 in funding for eleven key programs: $19,694,000 in ongoing funding for 10 programs and $80,000,000 in one-time general funds for the Housing and Homeless Program Fund (HHPF). The HPI funding was officially allocated when the Board approved the fiscal year 2006-07 County budget on June 26, 2006.

The HPI funds will be administered by the Los Angeles County Community Development Commission (CDC). Of the above funds, $32,000,000 will fund City/Community programs (CCP) and be distributed through a Countywide competitive process. Another $48,000,000 will be allocated for county programs, including $20,000,000 for a Revolving Loan Fund to assist developers of low-cost housing that targets income ranges to include homeless or at-risk individuals.

The CCP is one-time funding to develop innovative programs to address the homeless crisis and to fund current programs that have shown success in moving people out of homelessness or preventing homelessness, and to build community capacity to address homelessness. The County of Los Angeles intends for the CCP to enhance the capacity of community health and human service systems to positively impact the lives of homeless people and those at risk of homelessness.

As part of the grant application process, grantees (see Attachment A) need to submit a letter of support from the jurisdiction in which funding is being requested.
