DISCUSSION
Pursuant to the Clean Water Act provision 40 CFR 122.26(d)(2) and the City's National Pollutant Discharge Elimination System (NPDES) permit issued by the Los Angeles Regional Water Quality Control Board (LARWQCB), the municipal separate storm sewer system (MS4) is required to be maintained on a regular basis in order to reduce the discharges of pollutants in storm water to the maximum extent practicable.

The City's storm drain is made up of 185.5 miles of pipes, culverts, channels, ditches and drains, over 3,100 catch basins and 23 pump stations. Maintenance services consist of cleaning and repairing pump stations, storm drains, and catch basins and the inspection of storm drain pipes.

On October 8, 2003, the Department of Public Works entered into a Memorandum of Understanding (MOU) with the Long Beach Water Department regarding the City's storm drain system. In this MOU, the City took back full ownership of the storm drain system and the responsibility for operation, maintenance and repair.

On June 20, 2006, the City Council authorized the City Manager to execute a contract with United Storm Water, Inc., Plans and Specifications Number R-6694, for MS4 maintenance and repair services (attached).
