TITLE
Recommendation to authorize City Manager to request staff to electronically apply for and implement the 2007/2008 California Department of Conservation City/County Payment Program block grant.  (Citywide)
 
DISCUSSION
The California Department of Conservation (DOC) provides block grants to local jurisdictions to promote the collection and recycling of beverage containers and litter abatement. The City utilizes these grant funds to promote recycling through various advertising and media outlets such as newspaper advertisements, video productions, brochures, municipal band sponsorships, refuse truck signs and unique giveaways at Citywide events.
 
The DOC allocates funds to each jurisdiction annually. The grant amount is calculated on a per capita basis. The grant period runs from July 1, 2007, through June 30, 2008.
The DOC does not require a resolution of the City Council authorizing the grant application.
 
This letter was reviewed by Deputy City Attorney Amy Burton on June 6, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on June 11, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on June 19, 2007, in order to submit the grant application to the DOC before the June 30, 2007 deadline.
 
FISCAL IMPACT
The City of Long Beach will receive approximately $130,270 to continue to fund beverage container recycling and litter abatement activities. This amount will be deposited in the Refuse and Recycling Fund (EF 330) in the Department of Public Works (PW). Matching funds are not required.

Approve recommendation.
