DISCUSSION
The California Department of Conservation (DOC) provides grants to local jurisdictions to establish or expand beverage container recycling collection programs. The City is seeking $20,000 in grant funds to support a beverage container-recycling program for special events held in Long Beach. These grant funds will help purchase 300 reusable recycling containers that will be available for use by organizations that apply for a special events permit through the City.

California state law (AB 2176) and City of Long Beach policy mandate that operators of major venues or public events develop and implement waste reduction plans and report their progress to their local government. The recycling bins will be used to help facilitate recycling programs at special events held in Long Beach and maintain compliance with State law.

These containers are designed specifically for beverage container recycling and have three openings at the top of the container where beverage containers can be placed. Clear bags used with the containers prevent contamination and allow attendees to view the types of material being recycled.

This letter was reviewed by Deputy City Attorney Amy Burton on June 6, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on June 8, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on June 19, 2007, in order to submit the application to DOC before the July 13, 2007 deadline.

FISCAL IMPACT
The City of Long Beach is requesting $20,000 from the DOC to fund the purchase of reusable beverage container recycling bins.
