Recommendation to adopt resolution authorizing the application for the Sixteenth Cycle Household Hazardous Waste Grant and Implementation. (Citywide)
DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides grants to local jurisdictions to establish or expand Household Hazardous Waste (HHW) facilities or innovative materials collection programs. The CIWMB requires a resolution of the City Council authorizing the grant application. The resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant received.
The City is seeking $300,000 in grant funds to plan and design an Environmental Depot.
This Depot will include an environmental education center, a backyard composting demonstration site, a HHW collection and transfer site and a space for the Long Beach Conservation Corps to sort source-separated recyclables. The education center will provide a foundation for environmental activities in Long Beach and be available to neighborhood and non-profit groups to use to promote and educate people regarding environmental issues. Staff is in the process of identifying suitable locations for the Depot.
The City of Long Beach is working in cooperation with the Los Angeles County Sanitation Districts and the Los Angeles County Department of Public Works to create and operate this Depot. Typically, the County operates these types of facilities a few days per week for six hours per day. For example, it might be open to the public and operate Friday, Saturday and Sunday from 9:00 a.m. to 3:00 p.m. It will be constructed in a sustainable manner and a Leadership in Energy and Environmental Design (LEED) certification will be sought.
