DISCUSSION
Following the Loma Prieta earthquake in October 1989, emergency legislation known as Senate Bill 36X was enacted. The law requires that all existing publicly owned bridges in California be inspected and that those found to have a seismic structural deficiency be upgraded and retrofitted to conform to specific structural standards. The bill further provides for the County of Los Angeles to be the lead agency for inspecting and retrofitting all non-state highway bridges within the County.

A temporary transfer of jurisdiction is required to enable the County to administer the seismic retrofit project for the subject bridges. The proposed resolution will establish the subject bridges as part of the County System of Highways for the purpose of performing the seismic retrofit work.

This matter was reviewed by Budget and Performance Management Bureau Manager David Wodynski on June 8, 2007.

TIMING CONSIDERATIONS
City Council action on June 19, 2007, will allow commencement of this project by the Los Angeles County Department of Public Works.

FISCAL IMPACT
The bridge seismic retrofit work will be fully funded by Federal HBRR and State Proposition 1 B Funds.
