DISCUSSION
The Workforce Development Bureau (Bureau) collaborated with a consortium of community partners in response to a solicitation from the U.S. Environmental Protection Agency (EPA) for a Brownfields Job Training Grant. The City received notification from the EPA of an award of $199,968 to operate a two-year program (Program) to provide training to residents in hazardous waste removal and related trades. At its February 20, 2007 meeting the City Council authorized receipt of the award and approved a subcontract for its training partner, Women in Non-Traditional Employment Roles (WINTER).

Program and community outreach partners include the Bureau, Miller Children's Hospital, the Housing Authority of the City of Long Beach, the Long Beach Ministers Alliance, and various Brownfields-related employers.

The Program will prepare 200 unemployed or underemployed Long Beach residents 18 and over who reside in brownfields impacted neighborhoods with the skills necessary to qualify for environmental remediation employment as hazardous materials workers and environmental technicians. Following grant start-up, WINTER notified the City that it would be unable to serve as project training provider due to scheduling conflicts.
Accordingly, the Bureau conducted a competitive procurement process to solicit a qualified trainer with experience and expertise in delivering state approved and industry recognized brownfields occupational training. Through that process, Creation World Safety was the sole respondent, and subsequently is recommended to provide core training for the program.
