DISCUSSION
The federal Workforce Investment Act (WIA) funds received annually by the City are administered by the Workforce Development Bureau of the Department of Community Development. Those funds pay for job training programs and business services delivered by the Career Transition Center, the Youth Opportunity Center and the Center for Working Families

To maximize services to local residents and businesses, the Bureau engages the services of local community-based organizations to assist in providing on-site case management, job development, counseling, vocational assessment and other related services. Following a procurement process in May 2006, the California State University Long Beach Foundation (CSULBF) and the UAW-Labor Employment Training Corporation (UAW-LETC) were selected to assist the Bureau in providing workforce development services. Both contracts expire on June 30, 2007 and the Bureau is requesting the execution of a one-year renewal for both contracts as provided for in the RFP.

No additional funds are requested for CSULBF; its contract will remain at $454,206.
The Bureau requests an additional $221,804 to continue services for the UAW-LETC contract. CSULBF has sufficient funds in their budget to continue providing services for another year while UAW-LETC requires the additional funds for the period July 1, 2007 through June 30, 2008.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on May 22, 2007 and Budget and Performance Management Manager David Wodynski on June 8,2007.

TIMING CONSIDERATIONS
City Council action is requested on June 19, 2007 to process required documents.
