DISCUSSION
The Belmont Shore Parking and Business Improvement Area Advisory Commission (Commission) oversees the Belmont Shore Parking Revenue Fund, which was established by City Council Ordinance C-6219 to collect parking revenues in the Belmont Shore area. Revenues within the fund must be used exclusively for the acquisition, construction, operation and improvement of parking facilities and equipment in the Belmont Shore area. The Commission is charged with advising the City on the use of the parking meter revenue.

In an effort to better reflect the operating hours of the businesses in the area and the resultant demand for parking, on October 19, 2006, the Belmont Shore Parking Commission voted to request authorization to increase the days and hours of operation to everyday, Monday through Sunday, excluding holidays, 10 a.m. to 7 p.m. Currently, the days and hours of operation are Monday through Saturday, 9:00 am to 6:00 pm, excluding Sundays and holidays.

The Commission presented their recommendation to the Belmont Shore Business Association on October 26, 2006, and they also voted unanimously in support of this change. Belmont Shore is included in Zone 1, which includes 2nd Street and the adjacent on and off-street parking. They anticipated that the shift in hours and the addition of Sundays would result in a 15 percent increase in parking revenue and improved availability of parking.

This matter was reviewed by Deputy City Attorney Lori A. Conway on February 23, 2007, and Budget and Performance Management Bureau Manager David Wodynski on February 28, 2007.
